Do exhaist tips add horsepower?

alrite so i bought a flowmaster, took my muffler off, and put the flowmaster on my truck, it sounds deeper now when i drive but it still not as loud as i want it to be, and i don't have the kind of cash to spend on whatever i want so please don't recommend headers or cold air intake.. anyways not just the loudness though, my truck has no power whatsoever which drives me crazy, it's a 1993 2.3 4 cylinder ford ranger 2 wheel drive standard transmission, so would the exhaust tip make a difference on the loudness? and what about the power, will it increase horsepower whatsoever?? and if you know of any other ways to increase power or the loudness please let me know..
